The Florida Governmental Conflict Resolution Act allows for a private meeting where Stuart and Martin County assess the conflict. Then a public meeting may be held, if necessary. Mediation would follow the public meeting, if required. The whole process could take three to four months to work through.

Martin county says the city ignored its request for a letter of support and claims Stuart is in breach of an interlocal agreement.

County officials requested the support in the form of a letter from the city, but city commissioners Jan. 13 effectively ignored the request.
