Based on the experience I had during spring break, strollers should be left completely folded on the first floor and then the families went to the upper deck to enjoy the full experience of sightseeing. I saw families with toddlers with no car seats at all in the upper deck as the experience is hop-on hop-off. I would suggest to call the company to check the rules about the use of car seats if safety is a concern. I hope this helps.

We went with city sightseeing. There is a direct shuttle from the Fishermans wharf starting point at 0930. We missed that by a few minutes so took the blue (B) bus to the Golden Gate …
We went with city sightseeing. There is a direct shuttle from the Fishermans wharf starting point at 0930. We missed that by a few minutes so took the blue (B) bus to the Golden Gate Bridge, got off and visited that spot and the visitor centre and then picked up the purple (C) line from the Bridge to Sausalito. We also went up to Muir Woods too on another shuttle which stopped where the C bus dropped us. It all worked out nicely. We also decided to take the ferry from Sausalito back to fishermans wharf pier which was really nice rather than the bus, and had good views.
