The museum is very much a pottery frozen in time. So, some of it is on ground floor level whilst other aspects are on an upper level. I have two children, and were we visiting when they were the age of yours, we would probably have left the pushchair or buggy in the car and used an infant carrier or papoose for this visit. Definitely worth a visit and plenty to talk to baby about on the way round.
